Laborers' and Retirement Board Employees' Annuity and Benefit Fund of Chicago
The LABF manages retirement and disability benefits for individuals and their beneficiaries employed by the City of Chicago in positions classified as “laborer service,” certain Board of Education employees under the laborer service classification and individuals employed by the Laborers’, Policemen’s and Firemen’s Annuity and Benefit Funds. Employees automatically become members of the LABF when hired and remain so even if their job title changes. The Retirement Board consists of a mix of appointed and elected representatives of current employees, retirees, union leadership and the City of Chicago.

The Illinois Attorney General has said that all public bodies subject to the Open Meetings Act must provide an opportunity for members of the public to address public officials at open meetings. Public comment periods offer an avenue for people to support or oppose policy decisions and provide information that might not otherwise be represented in a meeting.
